The degree of mind liberation depends on the speed of development, depth of reform and extent of opening up. It’s right to say that we’ve achieved consensus on this issue to further liberate the mind and develop reform and opening up. When we’re talking mind liberation now we should put ourselves into the situation. We always come cross such situation when somebody believes he is liberated in mind while being asked, but when we get together to study on the reason of slow development, all of them will point out “it’s because of not liberated enough in our mind”. What’s the reason for the contradiction then? That’s constant complaining of others not being liberated rather than complaining themselves. Therefore, new opposite stances are easily formed between upper level and lower level in terms of mind liberation. As a matter of fact, the liberation of leaders’ minds is most important and critical, and requires learning among public and in practice. There’re lots of things we can’t handle or have no idea, but the public have already got successful experience and are full of creativity. As long as we absorb these public advantages seriously, we can drive things forward in a timely manner.
