Since 2008, Hunan Province has seized the historic opportunity for expanding the domestic demand, deciding to implement the highway development plan by 2030 in advance. The long distance and the large investment are totally unique in the transportation history of Hunan. The rapid development of flyover crossing traffic network of Hunan Province had also aroused the admirable “Hunan phenomenon”. The traffic construction has injected new impetus for Hunan’s economic development.

On September 23, the executive meeting of State Council passed in principle the Plan on Promoting the Rise of Central China. The plan declared that by 2015 the government would gather the strength of policies, resources and funds from eight aspects to push the development of “Rise of Central China”. The circulation of Hunan is important to the central region and the whole country. The rise of Hunan is a powerful engine for the rise of Central China.
