To promote the study on construction of the China’s low-carbon economy, according to the cooperation agreement of Chinese and British government on climate change, the National Development and Reform Commission decided to carry out the “pilot project of low-carbon city” of British Strategic Program Fund in Nanchang City. The implementation of the project will benefit Nanchang to learn the successful experience of UK to develop the low-carbon economy, and it plays a leading role to explore the low-carbon developing model of urban economy and enhance the economic competitiveness. Nanchang municipal government has proposed to build a low-carbon eco-industrial system, develop the semiconductor lighting, photovoltaic and service outsourcing industries, and make Nanchang the most competitive photovoltaic industry base at home and abroad.
